Club rules

The club shall be called the Wistaston Memorial Hall Bowling Club and is a section of Wistaston Memorial Hall & Community Centre (Reg. Charity No. 520140).

The business of the club shall be managed by a committee consisting of President, Chairman, Vice-Chairman, Secretary, Treasurer and 12 other committee members comprising 12 persons four of whom shall be retired each year, in rotation, offering themselves for re-election if they so desire. Each Officer and Member of the Committee shall have one vote. The Chairman of a Committee Meeting shall have a second or casting vote in the event of a tie. The President is to be appointed for a term of 3 years while the other officers are elected annually, together with four committee members at the Annual General Meeting. The committee shall have the power to raise funds, acquire equipment and maintain the green and buildings as required.

The committee shall normally meet once a month except in December.

Extraordinary committee meetings may be called with a minimum notice of seven days if requested by a minimum of 5 committee members in writing to the Chairman. All committee members shall be notified of such meetings.

All committee meetings including extraordinary committee meetings shall require a quorum of 8 members including at least 2 officers.

Membership shall be open to all in line with clubs Equality and Inclusion policy but applications shall be subject to ratification by the Committee who shall have the authority to refuse membership where they consider it in the interests of the club to do so. Anyone refused membership has the right to an appeal hearing.

The Annual General Meeting shall be held in February of each year. An Extraordinary General Meeting may be called by giving at least seven days notice in writing to the Secretary by at least ten club members. The quorum for an Extraordinary General Meeting shall be 25% of the members or 30 members whichever is greater (including 2 officers). In the event of an EGM calling for the dissolution of the club a quorum of 50% of the members shall be required. The club chairman or vice-chairman shall be chairman of these General Meetings and shall have a second or casting vote in the event of a tie. Should neither of these Officers be available the meeting may elect a chairman.

These rules are the governing rules of the club. No alterations or additions may be made to these rules except at the Annual General Meeting or an Extraordinary General Meeting called for the purpose of altering or adding to these rules. Such proposed alterations or additions or any other motion must be submitted to the Secretary at least 28 days before the date of any such General Meeting. Any motions which are to be put to the AGM must be notified to all club members at least 14 days prior to the meeting. Any alteration to the rules must be confirmed by the Management Committee of the Wistaston Memorial Hall.

All cheque payments from the club bank accounts shall require two signatures. 4 committee members or officers, nominated at any meeting of the committee shall be designated as cheque signatories.

An annual subscription and an entrance fee shall be levied for full membership. The amounts for each shall be determined at each Annual General Meeting for the ensuing year. The Committee shall recommend amounts to the Annual General Meeting. All subscriptions are due on 1stApril each year and should be paid not later than 1st May in each year. Membership will be deemed to have lapsed if not so paid.

A category of non-playing and non-voting membership shall exist paying an entrance fee of £1.00 and an Annual Subscription of £1.00.

Children may be accepted into Junior Membership paying no entrance fee and an annual subscription of 50% of the normal subscription. Junior Members must be accompanied by an adult member of their family when on club premises. On reaching the age of 18 such members shall become full members on payment of the normal entrance fee.

Any member shall be allowed to bring a visitor to the club and the member shall be responsible for the payment of a greenage fee for such visitor. The greenage fee shall be decided at the Annual General Meeting. Its amount to be displayed in the pavilion.

Any member changing his or her address shall give notice of such change, in writing, to the Secretary.

Each member will be supplied with a copy of the rules of the club.

The dates of opening and closing of the bowling green shall be decided by the Committee, who will post suitable notices.

Any member losing or wilfully damaging club property shall make the same good at his or her expense and to the satisfaction of the Committee.

The accounts of this club will be audited by a duly appointed Auditor or Auditors.

The Laws of the Game of Bowls, as adopted by the British Crown Green Bowling Association shall be the laws under which all games shall be played. These laws to be displayed in the club premises.

Health & Safety. The club recognises and accepts its responsibility for providing, so far as is reasonably practical, an environment that ensures the health, safety and welfare of all those who use the club premises. Appropriate preventative and protective measures are and will continue to be implemented following the ongoing identification of hazards and assessment of the risks associated with them. Expert advice will be sought where pertinent. Every member should be vigilant and promptly report any Health & Safety concerns to a member of the committee.

In the event of the club being dissolved all assets and monies shall be passed to Wistaston Memorial Hall & Community Centre.
